Nibbles is looking like a Polish because of the puffed up feathers on the top of its head, but I'm not really sure because of the quality of the pictures.
I would go with pullet, because of the comp and the tail feathers. For cockerels the comb is usually more developed at this stage. Also the tail feathers should be longer.
Actually, my White Crested Polish grew waddles pretty early too and it turned out to be a hen. Sometimes it doesn't matter how old it is when it grows waddles, it usually depends on the chicken and how it behaves and is nurtured, so there is still a pretty good chance it is a pullet. :)
