Some of that depends on how the rules are written in that area. In some places, if the car parts are visible from the street, they CAN do something (examples: charge a fine if the homeowner does not remove the items. Or pay someone else to move them and then send the bill to the homeowner.)

I don't know whether rats can burp or not.
But we know they can poop, so why wouldn't they fart? What could possibly keep air in while letting poop out?

If the zoning ordinance is clear that no chickens are allowed, then a lawyer cannot do anything to allow chickens while the ordinance stays the same.
For changing the ordinance, consulting a lawyer might be a good idea.
That sounds like a good strategy. That way the city won't be fining you every day for having the chickens, while you are working on what it takes to be allowed to have them again.
That sounds like a big job, but very worthwhile if you can manage it.
