I get the occasional bird that has that problem with fecal build up around the vent feathers. I just clean it away when I notice it and cut away the offending feathers. I don't pluck, because it hurts them, just the trim. Keeping on top of trimming prevents it, but a bird who has that problem...

Hatching eggs being available at this time of year is unlikely. Most birds are on a break with the days being so short. Hink-JC Poultry is in PA. That is the closest person with Araucana I can think of at the moment.
