If chicks hatch in the incubator they need to stay in the incubator at least until they dry off. They can stay a bit longer. I let at least several chicks hatch before I remove any. If chicks are actively hatching I don't like to open the incubator. This is me. Others may do it differently...

Sorry it's not turning for you. If you can only turn every 12 hrs that is what I would I would do. Hopefully someone can give give you better advice on minimal turning.
