    Yes this is best rule of thumb, 95 is tops needed and some say that is high. A constant 95 is good but especially running that high they need that much cooler area also. Are they shipped, local hatched?

    With that small off a brooder, it can be harder to get a cooler area. From pics looks like you're using a heat lamp, if so you could go to a lower wattage bulb to reduce size of heated area.     :welcome That range would be fine, but they also should have a cool space at least 20 degrees cooler than that if possible.
