Lee County Florida, Changing Attitudes and Ordinances

What is the 4-h loop hole because I have even looked at that route in Lee county and was told no. I live just outside the city limits of fort Myers where you can have 4 chickens but not in Lee county. Also, would the chicken laws apply to quails?

Currently only cape coral had an exemption for 4-h/ffa.
Quail are tricky, the ordinance states "or others kept for meat or eggs" (overview). However, quail are a gamebird.
You can apparently have pigeons. And you can have 4 Vietnamese pot-bellied pigs. Which is crazy.
