You should also keep a close eye on the rear. Stress can cause chicks to paste up quickly. Make sure to keep the vent clean and check it often while she's struggling. You can do it less once she appears to be out of the woods but I wouldn't stop for a while, just in case! Pasty butt can drop...
If they forgot to water it might be neurological damage. I'd keep them warm and do your best to keep them eating and drinking. Add some scrambled eggs to the feed too to give them a boost.
Sounds like y'all are doing everything you can. It's now getting into the 90s around here...what I do is change the water out periodically (so that it's not hot) and add ice to help keep it cool. Making sure their water is in the shade is a must as well.
As to your first question, if you are in the US of A I would suggest step in fence posts and garden fencing. They're easy to put in and take down, so I think that would work beautifully for you, and garden fencing is sturdy enough that the chickens shouldn't be able to get through it...
