Size, purpose, climate, are they going to be free ranged, etc
Orpingtons, Marans, Plymouth rocks, Sussex, Easter eggers, and Australorps are all good options for most people
yes you can ferment it. there isn't exactly a time where the fermenting is "done" but more so ready. usually anywhere from 48-72 hours is recommended before you feed.

what part of pa do you live in? It depends on where in pa you live and the specific towns on how they are dealt with. However if it's not a major city and unless you have a rooster that isn't allowed then nothing will happen 99% of the time even if rules are broken.
