Quail can be raised off the ground which may be beneficial to your situation and are not out free to be exposed to the dirt or areas the chickens have come in contact with. They will fly off if not contained.

Imo quail do best where they hear you and near you but you’re not picking them up. Most birds hate to be picked up. Mine outside (cots) just hang out on the porch with me in their pen. They rarely respond to noises unless one of the dogs runs up on them. That’s fine for me and less stress on them
