Ah... so both sides, likely not foreign matter stuck to the eyes, then. IMHO, if it were my chick, I'd humanely cull it. If it's not something stuck TO the eyes that can be removed, then it's some sort of deformity. Whatever it is, the chick cannot see like that and it's not likely to resolve or...
I finally got some pics of my chicks, to share. They hatched on Feb. 4th and 5th, so are about 2-1/2 weeks old. I have 26 of the little fuzzballs, from a mixed flock of RIR, BPR, Black Australorp, and a smattering of Leghorn, EE and maybe one or two other breeds.

Those jars were JUST filled this morning! In less than 8 hours, they (26 of them) managed to scratch everything out of those jars. That's a half-gallon of feed! Wow. Tomorrow I'll try to salvage what I can of it, and they're getting a trough...
It looks upright enough, but maybe put it in a shallow cup or a nest of paper towels, something so it doesn't get jostled around and turn over - especially when the other chicks start to hatch. Once it starts to zip, no worries - all the fluid should be gone by then, but I'd not let it get where...
In my experience, (also see @gimmie birdies post above) you'll need to keep the pip facing mostly upwards, so fluids don't drown the chick inside. They can successfully hatch on their own. It's good it made an internal and external pip at the same time - at least it's got air. Likely won't hatch...
She had a rough hatch, and just needs rest. Goodness, she's only 30 minutes old. Leave her in the incubator for a few HOURS, to rest and dry off. She's got absorbed yolk in her that will keep her fed and hydrated for a day or two. Do NOT try to feed her, she doesn't need it yet and couldn't do...
Was that your last chick? Are they all doing well?
My last one to hatch was a big chick, too. He was TIGHT in that shell and I had to help him out, bloody face and all.
