Yes, they are cold hardy, and when I had a light on them, they laid even in winter. Check out the quail thread

I have coturnix, which i recommend due to their calm nature. I do not recommend hatch and release, it may even be illegal in some states. If you were planning to do that, i would suggest a native species like bobwhite. They are much more aggressive towards each other, and more flighty.
