That seems pretty low to be too high. I have some eggs I have to keep right around 35%, more and they get too big and may or may not pip, less and they die before lockdown. You may just need to experiment. Rotating the eggs around the bator is good too in case you have warmer/cooler spots...
What is your humidity during incubation? If it is on the high side, some chicks may grow too big to move into hatching position maybe even so large as to die before lockdown?
My Seramas, well, one of them, just started laying too. I put several in the incubator but I haven't had one start developing yet. I wonder when they will be fertile... my roos seem to be doing their job. I can't bear to break any open!

Can you close some vents and leave others or one open? Can you put a towel over the incubator to keep some heat in. 95 is still pretty warm and they will be generating some of their own heat by this time... if you could get it up to 97 or 98... let us know how it's going!
