I wasn't I think you misread my post. I was suggesting that for eggs which I believe was the posters goal. I wouldn't suggest hatchery for dual purpose. For dual purpose I would suggest Delawares but my opin is biased LOL
Just eggs? You should get a breed that is know for laying rather than meat or dual purpose. Most likely the inexpensive way is get RIR pullets from a feed store .
Some of our customers have gotten 95% hatch rate on our shipped Delaware eggs- but usually its close to to 80. Some of it is handling and packing but you don't have control over USPS or the weather.

I use nipple buckets and put a birdbath anti freezer in them - it comes on at 35 degrees and keeps the water from freezing - they are available from several sources. This is the type I use and I think you can get them down to 250 watts for a smaller bucket. My buckets with nipples are about two...

I am just the opposite - I don't think there is anything better looking than a white Delaware on green grass.
Dittos - Its why I don't go to sales or swaps with my birds- If someone wants quality Delawares they will find me.

NPIP only has to do with testing for chicken diseases and keeping them from spreading - they don't monitor how they are cared for or quality of life .
So you still need to be concerned with other chicken health matters when you are purchasing birds
