Age of quail and eggs to incubate

Hello,

Got today my first quail egg, small as expected.

With chicken and ducks I never incubate the first eggs because the hen is not fully developed. How long should I wait until the eggs are of good size for the incubator? 1 month? 2 months? How do you do it?
