Silkie Frizzle anomaly?

We hatch our silkie eggs and in every batch of 12-15, there are always a few partridge and a few frizzles. This one only got half-frizzled, which I've never seen before. Is this some anomaly? Check out that shoulder action, like it's got wings on its shoulders.

Other ones this age are solid frizzle, just fuzz, or smooth, but never half done.

What do u mean by half frizzled?
 
The wings or frizzle in the pic that is posted has frizzled wings
This is how my former silkie frizzle rooster looks so just thought it's wings should all be frizzle, not smooth.

The chick just doesn’t have all its wing feathers yet! The fluff is just it’s baby fluff so it’ll get fully frizzled soon enough!
I would have thought that too except the other 2 frizzles siblings look normal and even. They aren't as prominently sticking out like this ones though. I guess I'll give it a couple weeks and see what happens but I've hatched dozens of these and never saw one like this before.
