Wont lay in nesting boxes

When I make elevated nests, I always put a perch in front. They like to look in to see if it is safe. Something they can't see well when they are at ground level.
We're not talking about the roost. Just a board that they can hop up to and stand on to look in.
 
A roost is where they sleep, a perch in front of nests is what @ChickenCanoe described,
