Happened with me too! I carried them up one by one onto the roosting bars and they stayed there. After a while of doing that they got used to it and flew up by themselves. : )
The thread I attached explains it all--basically some laws have changed since we researched the ordinances and someone reported us. chickens aren't allowed where I live(it used to be, though, and we weren't aware of the new code) anymore. :(

Update: We emailed the local attorney and he said we had to get rid of them. Chickens aren't allowed :( There's no 'deadline' though, so we're hoping to drag it out. We are looking for good farm animal sanctuaries.
Today an official showed up in our yard and told us that we will have to get rid of our 7 b.o pullets AND the chicken coop immediately because someone had reported us.
