Your pen doesn't have to be large but that way they wouldn't be able to get away when they come up to eat. What breed do you have? feeding up by their coop will help especially in winter when there isn't much else to eat.
Doesn’t sound like at this point there is much you can do. If you have a pen for them do they come up to eat? Maybe if you only feed them late afternoon and they are in the pen eating close the gate then so you have them there to put up.
Have you ever tried herding them in? Ducks herd well once they realize what you want. Walk slowly behind them with your arms open to guide them or use long poles. It usually doesn’t take long to train them.
