You lift the lever and water comes out. You push the lever back down, and the water stops. There's a plunger valve below the frost line. Thus the "frost free".
I've only have the spigot freeze up once or twice.
So talking about goats... I built a 20x10 shed (with a loft) at the opposite side of the property... with the intention of raising goats. It WAS fully insulated and double walled... (now rodent infested) with doors on the front. It has full electric (just like my coop) both have frost free...
