Didn't recognize the brand of incubator until I looked it up. Lots of people have had issues with that incubator made in China and branded under numerous names.
I think the biggest change from 11 years ago is the way the post office handles packages. Very few packages are handled by real people at the P.O. anymore. Everything is put on conveyor belts and dropped multiple feet multiple times into bins plus being X rayed. Not a good scenario for hatching...
As you probably know the Mexican Speckle is a color mutation of the Bobwhite. Bobwhites are very reluctant to hatch their own eggs in captivity. There are always exceptions. You'll probably get a better response if you post your question on the Quail forum on this site.
I have never seen a switch like that one. I have a newer model RX-2 that has a back up wafer thermostat and the switch looks nothing like that. It is a 3 wire but looks like your 2 wire. Are you sure they sent the right part?
I know of two other sources for parts for your incubator. I don't think either one will give you the California Law excuse.

Ok so you don't have the electronic thermostat. If your getting up to 115 degrees either you have a bad wafer or the snap switch (little rectangular brown/black box under the wafer) is sticking. Probably need to replace both. You can order at www.lyonusa.com
My first thought is the wire for heating got disconnected while installing the new fan. Did you find a fan similar to the old fan or is it one of the large computer type fans that the newer roll-X use?

Personally I like the Dickey incubators better.
It's hard to get this incubator up that high. If you can get 65 percent you should be good unless your hatching duck eggs. You could add a damp sponge but there's not a good way to add water to it without opening the incubator. If you have it located in a room that is isolated you could add a...
