    I agree. Maybe not so much. The commercial operations know how to do it but don't necessarily have enough compliance from each and every person involved... whether not complying is intensional, accidental, or simply carelessness.

    I would burn it if it is a grass field. Maybe also if is a bare field by spreading fuel for the fire over the area. Bleach only works on clean surfaces because it is inactivated as it reacts with dirt type particles.

    Well, there isn't really a good way to do it. Foam is, at least, the fastest way of the reasonable options. And requires the least handling of the birds (stressful to birds that haven't been handled like many of our backyard chickens.)

    No, sort of. Each state makes and enforces the rules on this. They do enough looking at what the feds say and at what other states are doing that the rules on the books end up quite similar.
