Based on the one pic, I think it’s a pullet that may start laying soon. No evidence of pointy male saddle feathers. A male at this age would have pointy saddle feathers. The comb and wattles development at this point ready to start laying. She looks like my production reds hens.

I've been waiting for an egg. But so far nothing. It's had a bright red comb and wattles for several weeks now. The 2 other RIR I got at the same time, their comb and wattles are just starting to grow.

It's made done kind of noise but I wouldn't call it crowing. We have neighbors with a rooster and it didn't sound anything like that anyway. Kind of sounded like a dying duck.

Try petting it's back and see if it squats. Do the noises sound like this?

No, doesn't sound like that. And every time I try to get near it to pet its back it takes off running.
