8 week(ish) silver laced cochin with swollen legs

My 8(ish) week old silver cochin has swollen, scabby, and missing scales on both of her legs. We just noticed this about three days ago and took her to our local feed store and showed her to the, "chicken lady" there who examined her (she is not a vet, just very knowledgeable and been around chickens for a long time). She told us that it wasn't scaly leg mites, but she wasn't quite sure what it was. She thought perhaps a fungal infection and she suggested epsom salt soaks and an anti fungal spray, Dr. Naylor Blu-Kote, which we've been doing since. Her legs don't look any better, but she doesn't seem to be having much, if any, trouble walking. She is currently housed with two other chicks her age until they are old enough to be introduced to the rest of the girls. They are in a temporary fenced off area in the yard covered by a thin layer of hay. None of the other girls are experiencing any similar symptoms at all. ANY thoughts or suggestions would be greatly appreciated!

Looks like it's definitely an infection, or maybe parasites. The fact that her scales are gone and the feathers on that legs are so few to me at least says parasites. But the swelling would make me think of a severe infection. I'm not sure if the infection could cause the scales and feathers to fall away, but if it's a skin it probably would. I'd recommend if you can just bring her to the vet, because that looks pretty serious.
