Air cell wobbly at Day 18...HELP!

I had a shipment of Welsummers eggs, a majority of the air cells were detached so they were upright the first week of incubation. We are about to go into lockdown and I can see movement in all of the eggs but half of them seem to have a wiggly air cell still like you can see it giggle some. It stays towards the end of the egg where it's supposed to be but it still moves slightly. What can I do to help these chicks hatch successfully?
 
Do you have any thick rubber bands, like for broccoli? You can tip the egg up with a rubber band
Like hatch them upright? I have some "egg bras" that I cut out of a brown egg carton that I use to set them upright in the incubator for the first week.
