Angel Wing?

I doesn't look like angel wing to me. Angel wing is when the the wrist ( the last bit of the wing) have twisted outwards, this therefore means that the feathers on the wrist also turn outwards. The feathers would then be pointing quite dramatically out of the chicken's body and the feathers would be the wrong way up. You can usually see angel wing developing in chicks when they start to get their 2nd moult. Angel wing also tends to effect both wings, if it is only one wing being effected it tends to be the left wing ( whereas yours is the right).

You cannot cure angelwing as it is caused by the a deformity in the growth of the bone in the wing. Angel wing can be caused why a high protein diet, or a lack in vitamin D & E

I believe that your chicken has probably bumped it's wing, flapped against something or had a squabble with another hen. Which has caused the feathers to be a bit ruffled and not lie straight against his body :)

I hope this helped :)

He has always looked that way. His wing feathers never lay straight on either wing. I dont know why its like that. From the day he was hatched he has had off laying feathers on his wings. It is both wings.

I saw an article on here about a gosling with angel wing and thought it looked similar to Blues wings, though he is not quite as serious.

In that case he may have a very mild case of angel wing. However you probably won't be able to correct it as now as he is to old. If he has always looked like that then it is unlikely that the angel wing will get any worse :)
