Anyone know the Laws in Rock hill South Carolina RC-1 district

I have had six Rhode Island Red Chickens for almost a year and the Rock hill County official nocked on our door and asked if we have any chickens and asked to see them, not telling us if there was complaint or not but they sent us a letter saying that chickens and chicken coops are not allowed in the RC-1 district and we have to remove them within thirty days or they will charge us $470.00 a day until the violation is removed from the property. I went on the York county government website and the zoning rules were not clear because it didn't mention chickens at all. Then I went down and talked with them and with no explanation of the rules just that I could appeal the decision with the zoning board. I am asking for anyone who might know more about the laws in York County South Carolina Residential Conservation 1 zoning laws than I do, because these animals are my pets and I have grown to love my ladies.
 
I assume that you're having issues with the York County Zoning and not the Rock Hill city zoning. I just filed my administrative appeal with York county today. In truth, there is no zoning ordinance that prohibits "pet" chickens in any of the zones. However, the zoning administrator has decided that "all chickens are agriculture" and agriculture is only permitted in the AGC and RUD zones. York County, however, lacks any laws or ordinances to support his interpretation. The State of SC, however, does have laws indicating that chickens can be possessed outside of "agricultural purposes."

I makes me a bit angry that I had to drop $300 to fight a violation of an ordinance that does not exist. It was even more frustrating that they refused to answer my emails and they refused to acknowledge my attempts to schedule a meeting with them to discuss the ordinances. Now all of my neighbors will get nice letters from the county telling them of my administrative appeal and a sign will be posted on my property. On Oct 8th, I'll find out if I just wasted $300 or if (hopefully) York County residents will be permitted to keep pet chickens.
 
What ever happened with this. Today I just got a visit from York County. Any help is appreciated.
