A couple of days ago I found two baby ducks in my pool, I have experience with raising ducks but one of the ducks acting very sluggish and won't move. He has done this since I first found him and he is still doing it. Although, he can swim very well. I can pick him up but he won't quack either. Is this a serious issue and is there anything I can do to help him?

Could you post a picture of the duckling? Set them in a brooder with a heat source, a heat lamp or a heating pad will work. You can try offering them some scrambled eggs, but what they'll need is either All Flock Feed, Purina Rasier feed or Duck feed. I would get her some poultry vitamins a few are, poultry cell, sav-a-chick, rooster booster or poultry Nutri-dench, I would dip her bill in a little bit of the liquid for barely a second to get some vitamins/electrolytes into her system.

I gave the baby ducks some save-a-chick and he seems to be doing much better. He has started to quack and move around a lot more then he used to. He also is eating and drinking much more which is a very good sign. Thank you for your help.

Awesome, try offering some finely mashed scrambled eggs too, full of nutrients for the little guy.
