Baby quail less than two weeks old ,need advice

My quail coturnix are coming on three weeks old I have them in a 34 “ plastic bin with hardwire cloth on top. I have a heat plate set at 99 and 1/2 “ one the back off the floor and higher in the front by a register and they stopped using the heat plate and lay Not Huddling in the corner far away from the heat plate .What can I do now ?

At three weeks old, the heat plate should be raised higher up. Brooder temp should be around 80 to 85°F. under the plate. They also need a bigger brooder. What is the ambient temperature of the room they are being brooded in?

They hatched 6 of them on Dec 27th. Brooder is 82 and near register and just outside of the heat plate .Should the have to duck head to walk under the front of the heat plate? I’ll check the temp of the room but it’s warm.
