Balding wing feathers?

Our two week old Barred Rock Chick has these bald wing feathers. She looked good for the first week and had some of her big girl feathers coming in on her wings, but then the last few days her wings have been thinning out.... Any idea what this is? What should I do? The 3 other chicks are doing great and have full feathers on their wings, but this little girl is smaller and her wings are stripped of their feathers.... any suggestions or tips or ideas would be appreciated!
 
Birds start to shed out their baby fluff and trade it in for big bird feathers right about this age. This bird's feathers merely haven't shed their keratin sheaths yet. You think the bird looks bad now? Give it another week or two. Adolescent birds are a sight to behold. So awkward...so gangly...
 
It's other wing is perfect and full like the other 4 chicks that we have. I feel like it must be more than just shedding baby fluff. We've watched to see if it was being peck at by the others or if it was shredding it's own feather, but neither situation seems to be happening. Could it be something else? This Chick is also a bit smaller than the others. We have a bantam chick and it has surpassed growth on this one. Any other suggestions?
