Breed and gender?

Can’t pinpoint this breed and I’m unsure about gender but it’s beautiful I have 2 and they look the exact same

Pulley and either a beautiful mille fleur mix or a bad pure mille fleur

They don't always have the best quality chicks. The chicks are likely pure but poorly bred.
