Button quail enclosure height

So the 50 gallon bin for my button quail trio (who are 4 weeks old today) is 17 inches tall.I’m planning to put hardware cloth in the lid so I can put a heat lamp on it and they can get air and ventilation.Should I use netting instead so they don’t get hurt if they try to fly?I would have to get a heat plate.What’s my best option here?
 
My only concern is my dogs barking at them through the windows.FYI I have crazy dogs who kill copperheads and are notoriously known at the post office.One in particular was on house arrest (pretty much 😂) once and has epilepsy.

I don't recall what size the tote is that I use for a brooder, but I use window screen material instead of hardware cloth and use binder clips to attach it to the sides of the tote. I suppose I could cut out the top of the lid and hot glue the window screen instead, but the binder clips work for me. I have a ceramic reptile heater that I use in a clip light (like this: https://www.amazon.com/VIVOSUN-Detachable-Aluminum-Reflector-Included/dp/B07H8G6PKX but mine have ceramic sockets and I'm not sure these do) I attach the light to a camera tripod. It then hangs over the top of the brooder and I can adjust the height as needed for temperature.

Edit to add: this one appears to have a ceramic socket so is probably better for long term heat exposure:
