Can bumblefoot staph infection cross over and transfer to people? For example if you have a tame lap chicken can you get infected with staph from bumblefoot?

Yes. Staph infections no matter what kind can be transmitted to humans. Bumblefoot itself is not contagious though. This is why you'll see the tutorials of people showing us how to handle bumblefoot and other chicken ailments almost always recommend wearing gloves and sometimes even a mask as they're nostrils could spew infectious matter onto us.

Is it okay if I bring a tame and healthy chicken indoors for lap time, or do I risk getting a disease from them?

If you meant because they were with the bumblefoot chicken, they say to quarantine them until healed, but still, first, your chicken with bumblefoot would have to have an infection, which, if you took care of it and bandaged it, perhaps it doesn't even have an infection. Other chickens couldn't get it just being in the area of it. People have chickens in their houses all the time and even those with bumblefoot. I'd just be extra careful and wash up with soap afterward.
 
Saying that something is possible is not the same as saying it WILL happen. Yes, you COULD get it. Having said that, if you take reasonable precautions, as you would with any animal, the risk is not huge. It's just a possibility. If you had a compromised immune system, then more caution would be indicated. I've been keeping chickens for a very long time, have treated many bumblefoot cases, some were really, really bad. I have never contracted staph from any of them. Pet turtles can transmit salmonella, people still have pet turtles and are not dropping from salmonella everywhere. Take reasonable precautions and wash hands after handling any animal.
