Can eggs start developing after day 7 of incubating?

I got shipped eggs, did everything I read on here to do and also some advice from FB I believe… out of 14 eggs, only 4 are developing. This is the least I’ve had develop from shipped eggs and I did things a little different, left them without turning for a week, among other things. I’m wondering if they could start developing a few days after the rest. I can’t find anything online. I’m just bummed I only got 4 developing, I’m afraid of ending up with less than 4 hatching. I also didn’t see rings of death, that’s a lot of infertile eggs!!! That’s why I wonder if it’s possible any other will start developing later.
 
No, all would have started developing at the same time. The eggs may not have been infertile - shipped eggs are a crapshoot because the supplier has no control over how they are handled once shipped.

Thank you for your reply. Do you know if all eggs that have no development or red ring means they’re weren’t fertilized or does that not apply to shipped eggs because of the rough conditions they went through?
 
No development may mean they were not fertile to begin with or were so damaged during shipment that even though fertile they were unable to start developing.
