So sorry to hear about your neighbor problem.  Babyblue has a good idea to jack it up put wheels on it , and make it "non-permanent"  structure if that is possible.  Don't let them stress you out to the point that you give up.  If you can't retrofit your current coop then check out the Hoop designs on BYC, the A-frames do seem very easy and affordable.  Check Craigs list for supplys.  Praying you get your variance  ,  and your nasty neighbors get     down!!
