Is this a hen or roo? Why is she walking with her tail feathers all spread out? Could I be because of the rain?

Looks like a hen to me. Fluffed up feathers could be because she's chilled. They also fluff up when broody, and sometimes when showing dominance.

Thank you. I've always thought she was a hen and then she started doing this. They are still trying to figure out the pecking order. I think she's in the lead too.
