D’uccle Rooster Limping

Hey everyone, just wanted some assistance please. I have a new D’uccle rooster but he has been only using one foot from day one. No sign of bumble or any infection I don’t think foot is nice and clean. But at the base of one of the foot feathers that’s still in its casing there is a black growth has anyone seen this before and is this the issue?

Also am I able to scrape it off or remove the feather ? (I know this would cause discomfort but surely better than limping in pain)

I would try to work it off after soaking his feet in warm soapy Dawn water. Sometimes mud balls can look like that. Those may require a pair of pliers working them off. If it is a growth, use some disinfectant afterward. Here is a thread with pictures about mud balls:
