I don't know goats but at first glance looks like it could be an abcess, either from external trauma of some sort or maybe even something lodged inside the mouth. Is it sensitive to touch? Time for a vet consult. Perhaps see if you can at least text a photo to your closest livestock vet.

See if you can express any pus out of it. If it is an abscess, the pus needs to be drained, the wound needs to be cleaned and don't let it seal back over. It must heal from the inside out. Otherwise, it will just abscess again. If there is no pus and it is hard you should probably have it looked at.
