Duckling with wet feather?

There is something off with my ancona duckling. I have two of them from the same place and the other one is normal. This one baby seems to always look wet. Duckies have access to a pool for cleaning, nobody is picking on it, has dedicated duck and goose starter feed, etc etc and nothing else is off about him/her. The feathers simply stay all sticky looking! No mites or lice that I can see at all. No feathers are missing they are just stuck together and not fluffing up. The only way I can get him/her to look mostly normal is a bath with soap and towel dry each feather but after a couple days it goes back to this ... any ideas? Genetic? Was for breeding stock but if it's genetic I won't be keeping.

Can you look closely to check for parasites? though, I would think everyone would have them….

Hmmm, skin issues . . . . .

Does the little one preen like the rest of them?
 
I checked for parasites, nothing that I can see. He looks normal for a day after I wash him with soap and towel fluff him. Then back to this. And yeah he preens himself etc all normal. I got him at a day old from the hatchery and thought he was still wet (I know her so she let me take them a bit early) but the heat lamp didn't help his condition, nor did plain water.

Just make sure that your wrist is covered too as it's part of the hijab
