Easter egger hen with wet neck feathers—other hens pecking a bit

noticed that Easter eggers front neck feathers are wet looking, even when not obviously drinking. Witnessed two other hens pecking feathers, which the Easter egger allowed. I applied some pick no more lotion but then she started grooming/pecking at that. Should I be concerned or just let it be?
 
Is this a bearded/muffed EE? I'm curious what the wetness is from but otherwise it seems normal for other birds to want to groom beards for some reason, which often leads to a very sparse beard (which will regrow during molt) but otherwise no damage done.
