Hawk circling above, could it get into my fenced area?

So I was filling up my ducks little pool that be have for them when I noticed they were all cocking their head towards the sky. I thought it was cute until I saw a large bird circling in the sky above. My backyard isn't too big and has some trees that come over the fence and one tree inside. Do hawks need a lot of room to grab my birds or should I do something about it? I have one of those fake owls, I could probably set it out.

Fake owls do not help.

Hawks only need their size area to go and grab sometimes, normally less if it’s a movable surface like leaves. I would set the owl out, and figure out a way to cover it up. The owl won’t help for long, if it helps at all.

It could also be a buzzard, I dunno why it'd be circling above my yard though. It looked pretty dark to be a hawk

I have not seen a soaring raptor hunt while soaring unless a kite going after dragonflies.
