Help! How Do I Cull A Sick Chick?

I had a chick hatch right b4 bed last night. This morning its not well. Where its, I guess it'd be like an umbilical cord, was attached, has this big red sac hanging out. It looks like its guts. I'm sure there probably isn't anything I can do for him, but I don't want it to suffer and I do not know how to humanely help!

I've taken it out of the bator and put it in a small box under the heat lamp. It seems fine otherwise. Trying to walk and dragging that thing behind it. One of the chicks in the bator was pecking at it, and its leaking a fluid. Like urine, and some watery blood on the paper towel in the bottom of the box.
