Hello, our chicks are about 13 weeks old. We noticed one looked different. The breed is starlight Easter egger. It bullies the flock and has a lot of bright red. Does anyone know of this looks like a rooster?

At 13 weeks, this chick could just be an early bloomer and more mature than the others, which could explain how red its comb and wattle are. If it's a cockerel, I would expect crowing any day now. Bullying and dominance don't necessarily help sex a chicken, pullets can definitely be bullies too.
I don't see any clear signs it's a cockerel. If you're able to take photos without the hardware cloth in between it would be easier to see.
