Hen circling and blind

What would cause this? She’s been like this ever since we got her as a little chick from a TSC. She’s a Barred Rock and the only one of all her siblings to have this issue. Could I be Ocular Mareks? She doesn’t seem to have oddly shaped pupils nor does the color of her eye look greyish. She also oddly turns her head to the left over and over as if she’s dizzy (she’s done this since I got her). Her pupils do have a cloudy look to let in the light. Just curious of what you guys think. I’ll post photos of her from chick to adult. She was also a late bloomer compared to her siblings- smaller and it took her an extra 6 months after her siblings have already started to lay eggs.

Which eye is cloudy? The right eye looks clear in the pics. Cannyou take a short video of her doing the circling and upload it to YouTube or Vimeo with a link here? Is her neck twisted to one side? Is she walking backwards?

I’ll get a video as soon as I’m home. No she doesn’t walk backwards nor does her head twist to the side, she just walks in a circular motion. You can only see the cloudiness when there’s light.
