How much can I clip wings?

I was given a rooster who is very scared of me. Rounding him up into the pen is next to impossible, so he flies onto dangerous places. There’s history of snakes and definite cats in the area.
I’ve properly clipped his wings, but he’s still getting to those high places. Afterwards, I did some searching and found that chickens learn to manage flying even with clipped wings.

He’s causing such a problem that I’m considering trimming off all his wing feathers. Then again, I’m not sure if they’ll grow back. It’d be terrible to leave him defenseless. That and I only have him in order to breed my hen. I worry that he won’t be able to balance, or she’ll not find him attractive without the feathers.

Any advice?
 
When it comes to wing clipping, you can start out with clipping all the primary feathers of one wing. Clip them right down low, but careful not to so low that the risk of cutting his skin is there.

Did you clip both wings? Your normally only meant to cut one wing. I’d recommend building him a run which he can’t escape from and can’t jump into high and dangerous places. Provide him with lots of places to jump and hide in the run. If you can’t get him back in, I wouldn’t let him out.
 
There's a chart on here somewhere. I recommend you do a search by typing Clip Wings into the window where the little magnifying glass is on this page. And yes, if you only clip one wing, they're off balance. Be sure to remove anything near the perimeter of the run he can hop onto to give him lift, such as crates, boxes, chairs, that might be helping him escape.

What breed of chicken is he?
He looks to be a Partridge Cochin. I think I have cut down the primary, but this guy is relentless

There isn’t anything you’ll be able to do, apart from keeping him in an inclosed run. You’ll have to wait for the bird to moult before clipping his wings again. I wouldn’t try and cut anything else on his wings to avoid injury. Make sure that if you keep him in a run he has enough space.
