There are 3 varieties of Bobwhites that have been bred to reach large size. Georgia Giants, Wisconsin Jumbo's and Indiana Giants. Out of these 3, Georgia Giants reach on average 16oz. and are known to be the largest of the 3. There can be 'outliers' in any of these birds, inwhich, you would have a bird or birds reach the 20 oz. weights.
That having been said, any of the 3 could have an occasional larger bird produced.
Breeding, environmental and nutritional factors will all play a part in how big the birds will obtain in any one breeding program.

Porter Wing Farms, Purely Poultry, Squaw Creek Farms have the Georgia Giants and Wisconsin Jumbo's. I don't know of any commercial breeders of the Indiana Jumbo's.
