Is it normal for my chick to look 2 weeks old when she’s a month old?

She’s a lavender ameraucana and is a month old, all her siblings from the same hatch outgrown her they’re all feathered up and she’s still tiny with almost to no feathers but she isn’t sick and eats well.

Runts appear in all species. Normal? I think it is just what it is. Not all living beings are uniform.
I had a batch of 50 Freedom Ranger meat birds and one cockerel stayed small. He matured but when it was time to butcher, he was half the size of the others, yet normal in all other respects.
I once hatched a chick with three legs, one normal, one a club foot and one seemingly normal except it grew out of the vent.
Raise enough of any species, you will encounter anomalies.
