Is mod podge waterproof once dried?

The reason I ask is, something I just made will be used as a bowl, for dry things of course, but if I need to wipe it out with a damp cloth, I'm afraid the paper-like areas will eventually be ruined if it gets wet too much. The only thing I can think of that I have around the house that's a sealant, is mod podge. I know you can wipe it up with water before it dries, but after it dries....does water make it sticky again?

Well, I know they make the outdoor mod podge that is supposed to be waterproof. I could get some of that (may come in handy in the future too). And maybe some spray sealant, since I've noticed the things I do put mod podge on, still feel kind of icky to the touch.
