Is my French Toulouse developing a dewlap?

We have three French Toulouse geese about 3 1/2 months old, two look pretty similar but one has always been smaller and seems to be growing more slowly. She’s healthy and happy so we aren’t worried but now she seems to be developing characteristics the others don’t have, like a flappy double chin. I know that French Toulouse are different from large Dewlap Toulouse but what is this if not the beginning of a dewlap?? Hoping it’s not a health concern. First three photos are of Tiny, the one with the “double chin”, and the last one is our other goose Pink Bill to show the different in their necks. Thanks!

Both geese are fine.
My American Buffs developed small dewlaps, and that is a disqualification for the breed! I guess they weren’t up to standard. But nonetheless, a harmless cosmetic feature.
