About 15 weeks. My other two just don't have as developed combs or wattles but I've never had chickens before

Her comb is supposed to start turning red at that age. A pullet's comb usually starts to turn red and develop between 14 and 18 weeks old. She's right on track. It means that she's hitting puberty and she will start laying eggs in about a month.
