Is this from molting?

This is on top of the nesting boxes kind of underneath where they roost. Does this look like pieces of feathers or something else? I cleaned it all off and 2 days later it looks like this again. My chickens are barely laying eggs lately (6-7 per day from 24 hens). What do you think?

I get that all year long, its always on the ground after they preen.

It looks like the sheathing that comes with new feathers.
As the feathers grow they preen off the sheathing.
